Today the transport system in South East Europe is characterised by the recent emergence of new states with as consequence a vast number of new borders, a severe drop in traffic volumes because of economic restructuring and a
dramaticaly inadequate condition of railway assets. The rehabilitation of the rail transport system is hindered by the difficulties linked to the border crossing procedures, causing delays, affecting reliability/predictability of rail transport, thus eroding the competitive hedge of the rail transport.
